Mayor D.J. Beauregard Releases STIRM Report to the Public

Mayor D.J. Beauregard today announced the release of the full STIRM Report, the confidential investigation into former Methuen “police officer” Sean Fountain and his fraudulent police academy graduation certificate.

Methuen, MA – Mayor D.J. Beauregard today announced the release of the full STIRM Report, the confidential investigation into former Methuen “police officer” Sean Fountain and his fraudulent police academy graduation certificate.

“The taxpayers of Methuen own the STIRM Report. This belongs to them,” said Mayor Beauregard. “For too long, residents have been left in the dark about a wide-ranging criminal conspiracy at multiple levels of government to defraud the taxpayers of Methuen and enable a civilian to impersonate a police officer. My objective is to ensure the truth comes out and act to protect the best interests of the City of Methuen.”

While the Court shielded this document from public disclosure in the criminal cases at the request of the parties, given recent developments - and the lack of prosecution of several co-conspirators and other serious state and federal crimes - Mayor Beauregard emphasized that public ownership of the report and citizens’ civil rights take precedence, demanding that the report be released to ensure transparency and that the full measure of justice is served in these cases.

The City encourages residents, media, and interested parties to review the report in full to understand the scope, findings, and consequences of the investigation.

The STIRM Report is now available to the public through the Office of the Mayor.
