The City of Methuen (the “City”) requests sealed proposals from responsive and responsible developers for the public disposition for restoration, preservation, and reuse of the 18+ acre historic Edward F. Searles Estate located at 209 Lawrence Street, Methuen, MA 01844 (the “Property”).  Competitive SEALED proposals will be physically received and time stamped by the Office of City Clerk’s, 41 Pleasant St., Room 112, Methuen, MA  01844 on or before March 23, 2026 @ 12:00 noon.  The city requires one original printed proposal and 4 copies.

NO INCOMPLETE, FAXED, ELECTRONICALY MAILED, OR LATE PROPOSALS WILL BE CONSIDERED.

Proposals will be opened at Methuen City Hall on the 3^rd floor (Great Hall), 41 Pleasant Street, Methuen, MA 01844 immediately following the deadline date and time cited above.   The City of Methuen reserves the right to reject any and all proposals and to waive minor informalities or irregularities in any proposal, and to make an award in any manner consistent to the law and deemed to be in the best interest for the City to do so.

All procurement activities conducted by the City of Methuen are in conformance with the rules and regulations of Massachusetts General Laws, Chapter 30B.    

Deadline for questions/requests for information is Wednesday, November 19, 2025 at 12:00 PM. All questions must be submitted in writing via email to Purchasing@methuen.gov .

Deadline for questions/requests for information is Wednesday, November 19, 2025 at 12:00 PM. All questions must be submitted in writing via email to Purchasing@methuen.gov . The City will then issue an addenda and post that to the City’s website Methuen.gov/purchasing, for all proposers to view not less than four (4) calendar days before the date of the opening, interpretations of all questions raised which, in their opinion, require interpretation.
